Before the invention of MCB, wired fuses used to get protection from short circuit. In that, there is thin wire used in the circuits. If a fault occurs, as the current flows higher and triggers the max limit, the fuse wire starts getting hotter and after a point gets so hot that it starts melting and breaks the flow of current in circuit so as to protect it.
Problem with these fuses was that some of them are designed faster than the others. But this whole process of fuses to react takes a much longer time as compared to today's used MCB's. These MCB are work within fraction of time.
If we talk about ELCB, it is used to protect from insulation failure. If the current leaks from installation of electric circuit, there could be insulation failure, which must be detected and protected effectively, otherwise there will be higher risk of shock if anyone touches installation.
